There was a problem. There are a couple of things to do: Open Pokémon GO, and tap on Poke Ball to access the Settings. Well, it took some time, but Niantic finally got around to officially releasing the GO Snapshot feature they announced ten days ago. Level 5 will be the minimum level for Trainers to access this feature.
